According to the characteristics of resources and environment in resource-based areas, we should strengthen land spatial planning and use control, and implement spatial control boundaries such as permanent basic farmland, ecological protection red line, urban development boundary, etc., to ensure the orderly development, utilization and protection of resources and energy.

The plan requires that the recovery rate of mining and beneficiation of important mineral resources and the level of comprehensive utilization should be improved, and a scientific and reasonable recycling mode should be established.

Vigorously promote the construction of green mines, strengthen the transformation and upgrading of existing mines, and all new and expanded mines meet the standard requirements.

Promote the coupling development of strategic mineral resources development and downstream industries, support the low-carbon, green and intelligent technological transformation, transformation and upgrading of resource-based enterprises, and do a good job in carbon peak and carbon neutralization in an overall and orderly manner.

The plan emphasizes that a number of energy resource bases and national planned mining areas should be arranged according to resource endowment, development and utilization, so as to create a core area for the stable supply of strategic mineral resources.
